In my case that is true and he cleared the 7 other slots for me (said they were full and a new dealer key would have been useless) but he also said keys not sourced from BMW via their process had to be manually added in the manner I posted.

I am not an expert and am only repeating what the guy that took my eBay keys (2) that appeared to be useless prior to finding him and made them function.
