Your cat is either bad (unlikely) or it is clogged. Tell him to drive it down the highway for 20 minutes at 4k RPM to clear it out.

What really is happening is probably that the car is running rich and dumping raw fuel into the cats and ruining them. If you fix the running rich situation, you'll also fix your cat efficiency code for good too.
