Always do the clips when doing the regular. They are cheap. Yes, the glass has to be removed completely, at least that it what I did. Glass has to be about 3/4 of the way down to access the clip bolts.
My regulator had not failed completely, so I plugged the battery back up to lower the window to where I could get at the bolts. Of course now I need to go get my airbag light reset...
