If the symptoms were the same before the first fuel pump replace as when they returned and one of the fuel pumps fixed the problem for 800 miles. the logical conclusion is that the fuel pump is bad again. That is strange but not the strangest thing that has ever happened.

The line were were discussing is a vacuum line for vapor that connects to the smaller tube that exits 90 degrees out the side of the regulator portion. The line to the engine exits straight out from the fuel filter portion.

The two tubes exiting from the bottom are fuel lines. The lines are not identified as from tank or return line, just fuel lines.

This is per the Bentley manual.
