The line were were discussing is a vacuum line for vapor that connects to the smaller tube that exits 90 degrees out the side of the regulator portion. The return to the tank line connects from the top of the regulator portion. the line to the engine exits straight out from the fuel filter portion.

I already replaced the fuel pump, albeit with another used pump. As soon as I put the 2nd replacement pump I drove the vehicle and that didn't fix it. Unless they sold me a 2nd defective unit, I don't think this is the problem. I did order new relays (6 bucks on amazon) so I'm replacing those.
As for the fuel filter, there is only 1 exit from the fuel filter that goes to the engine, and that is where the regulator is attached directly to the fuel filter. That goes straight to the engine. On the other end, there were 2 ports that enter into the fuel filter.
