I service a fleet of 25 Mercedes MBE900s - all with plastic fuel, oil & certrifuge filter caps - all with 100,000 miles +/- and have never used a torque wrench. The only time they will leak is if the seal is damaged or I wait too long to change the filter(s). (Knock on wood)
