Most countries of Europe allow you to move there (citizen or not) and declare two cars per household exempt of VAT & duty, provided you have owned them for at least six months before your arrival date. Frequently there is an exemption not to sell in the first 6 to 12 months after you arrive.

Do a full fluid change before you go and snow tires as well. If you can pre-equip the car with a speedometer in km/hr and reset the displays to C termp, as well as setting the heat unit for Euro frequencies - do it. If you have Sirius, it's useless so sell it off. Some countries in the EU will require the rear fog light(s), unknown for the CIS.
