Well the good news is both the tensioner pulley and idler pulley were shot and replacing them did fix the loud whine but, bad news is alternator is going bad.... spun it manually and you can hear it squeal. I put everything back together and overall its very quite but if you pay close attention you can hear a faint noise coming from the alt.

Found a brand new Bosch alt on eBay from a seller I usually buy from for $248.65 shipped so going to go with that instead of a reman alt.
