I read this all the time on car forums: "Won't turn over" when you really mean "cranks normally but won't start".
If the engine "won't turn over", I'm assuming you mean you hit the starter and the engine doesn't turn like it normally would when you're trying to start it and I assume you mean it's hydro-locked.
If you really mean "it cranks like normal but won't start" it'd be better to say that.
As others have said, I've never heard of a mechanism in any car that prevents it from starting if it's been overheated.
