I just had one of these today - there was a whining noise, driving me nuts for a while now.
Spent some time poking around, and found out that the rubber strip, which goes underneath the air intake hose, fell off, and was stuck between the radiator and the main pulley, being slowly ground away by the said pulley
end result - rubber is back in place (albeit with holes in it) and no more noise
