The former can power a vehicle, but not economically since it takes more energy to produce the hydrogen than you can get back out if it. It will be worthwhile when we have Mr Fusion reactors to make cheap and clean electricity, though. Hydrogen is better thought of as an energy storage system than as a fuel, IMO.
If the latter, then it is an injection system for HHO that is claimed to increase mileage. Same problem as above, it takes more energy to create the gas than it provides as a fuel, so it is in the same club as the turbinator, magnets on your fuel line to align the electrons, and the miracle 100 mpg carb that was suppressed by Big Oil, apparently. All urban myths.
