I agree with you about proving who put the tape on. I'm also in agreement with you about buyer beware. However the OP states this was purchased from a dealer and dealers have different requirements which may give the OP recourse to either have the dealer correct the problem or void the transaction. It's a little unreasonable for people to pull out the instrument cluster and check for black tape. Yes, there's the bulb check which occurs when one turns on the key but that's easy to overlook.

IMO the OP should return to the dealer and explain the situation. See if they're willing to help. If not investigate what applicable laws might be in effect. Given a couple of the lights which were taped over are safety related the OP may have a good case against the dealer.
