On R134a system which is what is in our X the refrigerant that you brought with the hose already attach can only be install on the low port side. Unless the compression is engaged and spinning the reading of 60-80 PSI is just the static pressure. I would not try to put in more refrigerant until you are able to get the compressor running.

Did you try commanding the fan on with BMW scanner 1.4? Performing this test will tell you if the Aux Fan is good or bad.
