Possibly the photos were for personal use while he had potentially stated they were for the school? Perhaps said mermaid costume was revealing?

To me after reading that bit of info, his request was not the norm. To stay after school for pictures? A request to put on a costume to more than one under age female? Where do they change? What family member or school official authorized it? Seems obvious...
