help, one tail light is brighter than the other

I had a rear tail light go out the other day. I replaced the both bulbs and one bulb clip. Now for some reason the passanger side rear tail light is brighter than the driver side. It is the bottom bulb in the tail light. It is looks like some german cars that have a rear fog light in the tail light. Any clue how to cut this off if this is the case. I have switched the bulbs and clips from side to side and its still brighter on the passanger side no mater witch bulb or clip I put in it. The only thing else I have done is I replaced my licence plate bulbs with led's off ebay about 2 years ago but I have never had a problem with them other than my displace saying my licence plate bulb was out every blue moon. Any help would be appreciated.

Thanks powers1, you hit the nail on the head. Cleaned the tail light contacts and works perfect. Thanks again for saving me some cash. I was sure the dealer was going to sick it to me because it was electrical. I was going to use it as a good excuse to get some led tail lights. Thanks again.
