I cannot seem to get any kind of response from the car other than "phone connected?".

Nope, its a TCU

You may need to go to a dealer to get it sorted out, as they are coded to the car.

That's what I was afraid of. Can I simply replace with a 13th gen unit?

not sure, you may need a convertor lead, have a look over on http://www.bimmerboard.com/forums/bluetooth/page/0 they may have more info :)
