stainless lip

Hi there, any detailing guys know how to polish up a stainless steel lip, i got 22" wheels and the lip is stainless but has scratches on it midly. Can i make them look new without using a buffer, or do i need one, and what products should i use! Oh i live in Canada so we dont get all the good stuff you guys get, so please be considerate for avaibality....i post pics of before and after.
