Help with fixing up scratches

Hope I'm posting this in the right place.

I couldn't quite clear the garage and scraped my X5 against some stucco.
Need some help in how to best fix this problem (excluding taking it to a body shop and re-painting it).

(1) Some areas seem to simply have stucco on it. What's the best way to remove it? Should I use a porter cable on it?

(2) Other areas are clearly scratched (black showing). I obtained some touch up paint. Now how do I prep the surface, use the touch up and treat it afterwards? It also comes with clear coat. Am I suppose to use this before or after I lay down the paint? I read somewhere that it gets applied on first!

Any help is appreciated. Thanxs in advance.
