HELP, horrible water marks on Window wont come off

HELP, horrible water marks on Window wont come off

My friend had to leave his 4.8is outside all summer while he was away. long story short, the sun beat water marks into the windows that just wont come off. I tried claying, polishing, window cleaner etc. but they just wont go away. any advice?

side note, phil, i'm currently in NJ, if we could stop by in the next couple days to buy something or get it fixed somehow, let me know
