staggered wheel definition?

Does the term "staggered", when referring to wheel setup, mean that the wheels are different sizes front vs. back?? eg. 8.5 vs. 9.5

I will put is some imput although not absolutely sure...It has to do with the dimension between the hub and the outside of the rim...Meaning it will stagger the outside of the rim closer to the fender for a more fuller look in the wheel well...

Yes, but usually it is in reference to diameter, not as often width.
