Annoying brake problem

I am hoping someone can make a recommendation. I have run stoptech pads/rotors on my last 4 BMW's and Porsche and never had this problem. This is my wifes car, when I bought it she complained that the brakes were not "sticky", so I pulled off the autozone ceramic pads and put stoptech street pads on all 4 corners. I then followed the same bed in procedure you guys recommend, same ive done with all my cars. Within a week or so she starts getting a pulsation in the wheel/pedal. So I bed them in again, a week or so later, same thing. I can literally see the imprint of the pad on the rotor.
So I then replaced the rotors with BMW OEM, since I didnt want to wait for shipping. Same thing again, pulsation after a week or so. I then instructed her on how to engage the brake and to not let the hot pad sit on the rotor.... etc (not a fun convo, haha). I then had the rotors re-cut and bed in again, so this is now the 3rd new surface that the pads have met. And again same hot spots/imprints on the rotors.
Is there anything you guys can recommend to prevent the hot spots from happening? Different rotor composition, go back to ceramic and just deal with lack of bite?
