What lights come on for high beams? (I have Xenon pkg)

I am getting to know my CPO 2005 X3 3.0, which I picked up last week. The car has the OEM xenon headlight package (i.e., came with the car).

When I turn on the light switch, the low beam xenon lights light up as expected. When I move the turn signal lever to turn on the high beams, the xenon lights adjust and the line of the top of the projected light goes "higher" -- i.e., up the wall of my garage.

The inner bulbs (halogen, I guess) never light up when the high beams are activated.

Is this right? The inner bulbs don't work as part of the high beams? Or do I have to take this car back to the dealer for some kind of programming?

Perhaps they are for DRLs only; I have DRL turned off and will probably leave it that way.

I thought the 2005 models only had low beam xenon, not high beam xenon (aka Bi-Xenon). I'm happy to have bi-xenon, but the manual says nothing about it...
