Did I buy a bad transmission?

I ordered a transmission service kit for my recently purchased 2013 X3 XDrive28i M Sport which included 7 liters of transmission fluid. But when I drained the transmission, only about 2 liters came out. And I can't get it take more than about 1.75 liters before it drains out of the filler. Is this normal? Every other time I've changed transmission fluid it usually takes 4-6 liters. But I've never worked on the ZF 8-speed before, so I don't know what's normal or what's not.
