Philips or Osram
HIDbulbsRus | Home for genuine bulbs - Either the 85122 (Philips) or the 66240 (Osram) - stock 4300K is the most lumens on the road and yes you will notice a difference with fresh bulbs

Get the Osram nightbreakers. I got mine from power bulbs in the UK. Use the 20% off code on the top of their site.
I just put them in my stock housings and it's a night and day difference. Can't wait to get my Evoxr projectors in my new housings.

^^I agree with Josh - I've been meaning to spring the $$$ for Nightbreakers as a treat for my EvoXR retrofits

+1 for the Nightbreakers from Powerbulbs. The price was amazing and they arrived from the UK within a week. The bulbs are very bright and clear.

Is there an actual, noticeable difference between the OEM bulbs I have, and the NightBreakers?

To be honest I've never seen brand new OEM bulbs vs brand new Nightbreakers side by side. According to Osram they are rated 10% higher in lumens so theoretically it should throw more light.
My Philips bulbs are probably 3+ years old now and slightly dont match on color output so I was figuring maybe to treat myself to a fresh pair of Nightbreakers - Most of the guys recently have went from worn OEM bulbs to Nightbreakers and very impressed - on aged bulbs we will all be wowed, I know I was when I bought new OEM bulbs. However, the Powerbulbs price is hard to beat ($110 delivered) vs. even buying genuine OEM bulbs at about $75 shipped from HIDbulbsRus | Home - when it was double the price it was a stretch but the price gap has closed considerably from a place like Powerbulbs. I'm chasing down a random moisture problem which popped up out of nowhere on my passenger headlight yesterday after not having any issues for a year (and not working on my car or headlights at all recently) - so once I fix that issue I'll look into possibly treating myself to Nightbreakers.

I could be wrong...but as far as I know if car is older than 10 years, company is not producing things any more! We can get analogues or originals if we can find them some where......
