Lower tailgate problem

Top part opens fine from inside, keyfob, and pushing the button. lower part of the tailgate will not respond. just suddenly stopped working. cant figure out if its the switch or the locking system. anyone have any advice?

The lower tailgate is controlled by the GM. If your not experiencing other electrical glitches that could be coming from the GM...I'd turn to looking at the lower section's switch, first:
