Bad vanos solenoid symptoms?

Hi to cut a very long story short I have just rebuilt the top end of my 4.6is engine, headgaskets, head skimmed, valve seats and seals, full gasket kit, head oil check valves, pcv valve, vanos upgraded seals, thermostat and water pump. Despite doing this I still have a vanos rattle on bank 2 on initial start up and an annoying lumpy idle, not a full on miss more of a weak fire, under load there is plenty of power no misses etc. I have checked all vacuum lines and replaced ones that looked iffy. Upon scanning I get the code saying camshaft timing over retarded bank 2. This code was present before I stripped the heads and after been deleted has come back with the new assembly. The timing was definitely setup 100% correct with the proper tooling. So I’m wondering if the vanos solenoid is faulty on bank 2? Any thoughts?
