Problem filling gas tank - charcoal canister or purge valve?

I have what seems to be a fairly common issue and that is, when trying to fill up at the gas station, the pump constantly 'clicks' off.

After reading a bunch of stuff on this site and others, I can't tell if I should be chasing:
  1. Charcoal canister, under rear of vehicle next to gas tank and fuel pump, and the hose between it and the filling spout; or
  2. Purge valve at front of drivers' side of engine
And, is there something plugging the vent hose opening in this picture? That white plastic plug/cap at about 2:00 in the picture? I'm finding more and more that the previous owner did some ...pretty ridiculous things to this vehicle.

If anyone can help guide me in the right direction, I'd be most appreciative. thanks,

It’s rare that if one of those two items is bad you won’t have a check engine light along with them. Are you getting any codes? Without presenting all th information you might as well ask us to flip a coin to guess your answer. Have you tested anything? Visually inspected any components?

No CELs.

Should that white “plug” be there, next to the filler opening??? One post/vid said to blow into the hose from the other end with a compressor - can’t tell if I should be by the charcoal canister under the vehicle or at the purge valve by engine?

I have that plug in mine as well. I think that would normally be where the fill pipe is vented. With all the emmissions laws they probably can't allow that any longer. You need to get a good picture/diagram of how the venting works.

Ok so you have no CEL, but did you scan the system for codes with a bmw specific scanner? Not a generic scanner mind you, you’ll need one specifically designed for BMW. I’d be willing to bet there’s a code or 2 stored in there. If the system can’t vent for you to fill your gas, it can’t vent to run the evap test.
