I haven't tried it but you could try setting the PDC ON at terminal 15 which I would guess PDC would be active with key on. Then the on/off speed selection would seem to come on below 20 and off again at over 20. I don't know but only a couple of clicks in BMW Scanner 1.4 to find out.
