Generic scanner better than INPA and Bmwscanner?

So a friend with E46 (330i 2003) same M54 engine tells me her car doesn't drive forward, only in reverse. But if codes are cleared, the car will drive forward for a bit.
I come and start scanning for codes.
INPA has no transmission error codes and some O2 codes, that's it.
Bmw scanner has more codes.
But none of them show the throttle body code which my cheap scanner showed.
P1632 which is a throttle body.
I feel this is exactly the issue, as the car will drove very slowly, maybe 10kmph, but will not accelerate much.
How can a generic scanner find an error better than bmw specific INPA?
