Can I check it without removing valve? How do I check if it is stuck open?

Use a laser thermometer to measure hose temp on both sides. With the heater on, unplug and plug it back in. Does it click?

Before measuring should I drive with heat on or AC on? Or just start car and idle without heat on? Should temp be same as other side or should it be colder when ac is on?

Measure all three hoses at different areas. Start it up with no heat on. Temp will rise on block side hose. After it warms up, measure again. Turn on the heater. If the valve is stuck open, all the hoses should have similar temps. If I understand valve operation, the block side hose dead ends. Flow through the valve only happens when the heater is on (valve open).

Yeaterday drove car to operating temp with heat off, two hoses were hot, one hose was cold. So I drove reat of the distance with heat on, i put 19C on, maybe should have put more? Passanger side was blowing hot air, even windshield vent was blowing on half way(passanger side) hot and other half cold. After driving with heat on, same hoses were hot and same hose was cold, so nothing much happened with hoses.

Sounds like the problem is the heater valve. 2 of the hoses (one on each side of the valve) go through the firewall to the heater core and both should be cooler than the third hose that comes from the engine (coolant tube.) You should be able to feel all that by hand. You could try to pinch off the hose to see if that helps to be sure.
