Did you pull up test six before adding fuel? You said it transferred bit that's just gravity when the right hits 1.4 any extra just floods over to the left.

If you key on/key off you should hear the pump run for a few seconds each time. This will pump fuel up to the filter FPR and back to the left tank to siphon fuel left to right. When the system is working more fuel than is consumed will go left to right keeping the right overflowing. If the siphon not working the pump will move fuel right to left until the pump starves and the engine quits.
