White Euro front and side/rear lights AND Angel Eyes! HELP!

Hey Guys/Gals
Am looking to upgrade my 2003 X5 3.0 to white/clear Euro assemblies which I've seen on a few of the X5's posted here. Does anybody have experience on:

1) Where to find them at a reasonable price either online or by phone from a dealer or aftermarket parts place?
2) How difficult is the assembly/removal (i.e swapout)?
3) Do you also have to buy clear bulbs to get them to blink amber but look white/clear appropriately?
4) Is there anything illegal about doing this swapout as I've been told that US spec/DOT regs dictate you have to have amber side markers by a few of my friends?

Also am looking to do Angel Eyes however I've been told that it is almost impossible in the 2003 X5 due to the inability to seal the lamps due to a different manufacturer of the headlamps that year. Is that true and if anyone has an 03 X5 with angel eyes retrofitted I'd be REALLY interested in how it was done and by whom and how much it cost.
