Help - Torx 55 for bumper not tightening

I'm finishing my hitch job and can't seem to tighten my Torx 55 screws. I've slid the bumper in properly and the long T55 go into the bumper brackets but I'm turning clockwise as much as I can they aren't catching. Righty-tighty correct?

Is there are trick? Do I have to push up hard? Is the bumper not supposed to slide in all they way? The sun has set....I'll try it again tomorrow. Can't drive until the bumper is fastened.

it's not aligned correctly so your screw is not catching yet... keep trying...
