It looks like a realy big capacitor. One way to find out is to disconnect it and see what stops working. I would be real careful if it is a capacitor. It will probably have enough juice to straightenl your short hairs.

That is interesting!! I think I'll leave it alone, dont fancy having anything straightened by means of shocking!!
