Inspection 1 vs 2

Hi I have a question regarding the difference between inspection 1 and inspection 2. I read through the maintence and servicing sections of the manual and failed to see the difference between the inspections. I noted that the air cleaner element was changed in inspection 2, but this doesn't justify the near doubling of the cost of the service at the dealership. They also list the spark plugs to be changed at 100,000 mile interval, the brake fluid every two years and collant every four. But my dealer says these are in addition to the inspections and are in no way related. I was wondering if i have missed something that may justify the extra money for inpection 2. I have a AFE intake on the vehical so they can't service the element anyway. I have a 2003 X5 4.4i (72,000 mi) and a 2002 X5 3.0i (63,000 mi). I was quoted around $850 for inspection 2 and $475 for inspection 1.
