Try IrfanView, a free utility. Image > Resize/Resample > 640 x 480 (or whatever size you choose in "set new size").
You can also try Microsoft's Image Resizer, another free utility (scroll down on the right). Mouse over the pic, right click, hit "resize picture," select "small" (640 x 480). Then, hit Manage Attachments, browse, select pic, upload, you're done. Alternatively, you can host your pic through Photobucket or another similar utility. Hit "Insert Image" (the pic, above, in the Reply box), copy and paste the image URL, you're done.
