Not sure what ULF is, but the activate phone message means that your phone isn't paired with the car via bluetooth. Assuming you got factory bluetooth installed, you need to go through the steps to pair:

1. press the talking-head button found in the console for 3 seconds
2. while button pressed, turn ignition to position 2, but don't turn on the car. Keep pressing the talking-head for another 2-3 seconds
3. you should see a message on your monitor, something about pairing mode
4. on your phone (assuming bluetooth ON and visible), select "add device", it'll start searching for nearby bluetooth devices. It'll find your car. Select it on your phone and it'll ask for the passkey.
5. Enter passkey and the monitor should say "Pairing succeeded. Please wait..."
6. Please wait...
7. after a few moments your phone book is downloaded to the car and you're done.
8. turn off car.

Is it possible that the car is already paired with the max number (i think 3 phones) so it's not letting you add new phones? Try deleting all previously paired phones first. I can't remember the process off the top of my head but if you wanna try it, I can get you the steps from the manual.

How far do you get in the process before it "doesn't work"?

Tell us a little about the ULF: What model is it? Is it new or used, etc. VR and bluetooth are not necessarily related. Some models had VR modules without Bluetooth. Do you have a pairing button? I think you may need to use the pairing button and not the R/T button on your steering wheel if you have a MY04.

Good luck!
