door lock actuator -- changed and DOA! HELP!

Hi there.

I had a lazy passanger door lock actuator--sometimes would work, sometimes not. I took the door panel and airbag off as per instructions in other threads. Unhooked the 2 wires and wire harness and put in the new actuator. I didn't put the door panel back off and tried the lock--no luck. Nothing. So I took the new one out and just hooked up the old one, nothing. A few questions:

1. Does the door panel have to be put back together for the lock to operate?
2. I checked all of the fuses (all other doors are functioning) and they are all good. Any ideas on what would cause this? I also did the entire change with the battery unplugged. The wires look good, no crimping, etc.

HELP!
