He has come down to $990 according to their website. I think he might even go lower than that for a GB, but I am not sure. $990 is still too high.

$1,000 for 15hp???? For $10 each I can 3 guys off the streets and have them push me up to 20hp more

The chip for the 4.6 is $640 and it is around 30hp/30ft.lb. torque.
