Question Xenon Headlight Problem

I just purchased a 2002 3.0i. The prior owner had the right HID bulb go out. He purchased some aftermarket 8000K bulbs and had a friend install a new pair. Now, when you 1st start up and turn on lights they do not come on or only left comes on. Sometimes you can turn lights on and off and the right will blink a couple of times, and then may ultimately come on. A "check low beam headlights" message also is displayed. At least after starting the engine and turning lights on a couple of times, they will work, even without the warning message. Let it sit for long period and pattern repeats.

I've tried to go through prior threads, but did not find anything specific to this situation. It sounds like it could be a ballast (same socket as bulb that burned out originally). Could it be that there is a computer warning reset that is required to fix problem? Any suggestions or solutions are welcomed!
