Question on Phone Fuse

I was trying to tap into the fuse marked telephone with #7 and is a 5 amp fuse. I was going to use a fuse tap to source switch power for my dvd headrest system. I removed this fuse and noticed that my radio did not come on while the fuse was out.

Is this fuse shared between the radio and telephone?

Would I still be able to tap into this for switched power given that the phone and radio are both using it?
