Wiper pump won't shut off...HELP!!

My wife drives a 2001 X5 the wiper just behind the wiper fluid reservoir tank there are 2 small barrel looking pumps. One of them was unplugged so of course I plugged it in thinking this was why the fluid wasn't working. The pump would not shut off. Motor wasn't running with the key in my pocket ...I finally got it unplugged just before the tank was emptied.

Any ideas? I tried a new pump did the same thing.

Course it wasn't the pump - the power must be on to it constantly. Either the switch on the steering wheel stalk is stuck on or the control unit is faulty.

Also check the fuses in the glove box
