I don't know of anywhere that would have the equipment and software to do the replacement encoding other than the dealer... But it would have to be a well known shop that specializes in BMW enough to have spent all that money for the proper programming equipment and then have to keep up with the software that is updated numerous times a year.
My suggestion would be to bite the bullet and go with the dealer, even if you get the parts yourself. And price parts at dealer over phone before you buy online also... may be less than cheaper parts that cost for shipping, then you get 2 year parts warranty with BMW, and KNOW they are set up and knowledgeable enough to do the job properly.
