Making a mess

Hey guys, is it normal for the washer fluid lid to have a hole in the middle of it? It is a very small pin size hole but washer fluid seems to get out and kind of makes a mess around the lid. Is it normal or should I get the cap replaced.

I just put some windshield crap in mine and I believe it's just a small vent. Mine didn't leak, but I don't fill up the container all the way to avoid overflow when I push the cap back on.

Mines not filled to the max and it doesn't leak but I think when I go over bumps it splashes around and I think it goes through the little vent.
