Have you checked your PS fluid level? Good starting point
1st thing, Check the level w/ a white paper towel and wipe it off to see the ATF looks dirty. If dirty, you could either bleed the system or just get a transfer fluid pump and pump out the dirty fluid and then add new ATF. I have added new fluid to my dads and i range rover classic when we replaced the resivor tank. Then we just turned on the engine and turned the steering wheel all the way to the left and then to the right to get the air out (it will have bubbles and look pinkish).
I can tell that my X (range rover too) gets stiff steering in the cold weather. It was in the -10 to - 20F for a couple of weeks then just went up into the 30's and my X felt so much easier to turn.
