Washer fluid headlight leak...

My headlight washers are leaking quite a bit of fluid. Even when they aren't being used. I have never used them at all. My question is, how is the system setup? Is it just a pump on the tank and a hose to two nozzles? Or is there something else under the nozzles?

Also, why is fluid going to the nozzles when the pump is off? Would this indicate that the pump is broken and leaking fluid, or is this normal. When I pressed the special wash, the headlight washers didn't work so I figured that the pump was surely broken, but when I searched this forum just now I think I read that the headlight washers only work with the headlgihts on and they were on auto in the daytime so maybe this is why it didn't spray.

All the same, i'm hoping this indicates a faulty pump so that it is an easy fix and I don't have to pull out my headlights etc....
