Headlight Blinking.......

Since the last time I got my alternator changed, the headlight (low beam more obvious) is blinking all the times. It's like the output of the alternator is fluctuating. It doesn't blink when the engine is off and runs only on battery. Any idea?

Should I check the ballast? or is there any?
