Wiper arm alignment is screwed up

With the massive snowstorms one after the other, my wipers have been working overtime. The motors are fine, and even the blades are streak-free. But the arms are now failing to return all the way down. When I turn off the wipers they come to rest a good 3 inches higher than where they were before all the snow mayhem started. The driver side arm is particularly high up on the windshield. I am able to tuck them "down" lower manually, but next time I use them it's the same problem. Do I need new wiper arms or is it just a matter of tightening some bolts??

Open the hood remove the caps lossing up the bolts re-alignment
the arms and tighting up the bolts

I have the same problem,
but unfortunately when i loosened the bolts, the arm is stuck tight on the screw. I didnt dare wrestle with it... any other ideas?

I wound up having to get the entire arm mechanism replaced. It was snapped apart all the way down near the arm motor.
