rotating squeaks

so I've got the rotating squeaks

I hear the sound all the time, however its stronger depending on humidity/weather. Its a squeak that sounds very much like a brake pad warning pin on a rotor. Its rotating, happens 20mph+, in gear or not, doesn't stop when I lightly hit the brakes, doesn't stop if I lightly pull the e-brake, and becomes stronger if I turn left, but still happens on right turns as well. It seems to be coming from the front left-ish area, but closer to the engine than the outside wheel. However, the way sound moves around, it could be coming from the back for all I know. I'm unsure if the sound can be heard outside of the car as I drive by. My neighbors seemed to be dumbfounded by me asking for them to hear a squeak.

This happened a few weeks back and I have changed my pads since then. All 4 wheels have new pads and the sound is the same before and aft.

Any light on the subject is appreciated.

edit: car is a 04 3.0L with a 6-spd manual 75k miles
