Interesting Aftermarket Warranty info for CA residents.

So after a few companies called me today trying to sell me a warranty,a guy from a CA based Warranty Brokerage called me.
He was not trying to sell me a warranty,but just wanted to inform me,that if i buy a warranty from let's say Fidelis or Choice,that it will not be accepted by the place of repair.He is saying that 2 years ago there was a legislation passed by the Governor,that the only way you can buy an aftermarket warranty is trough your BMW dealer,otherwise it would not be accepted.
This was due to the fact that the dealerships were being under cut by smaller after market warranty's and they were not making any money.So he told me the he can not sell me a warranty nor can some other 3rd part warranty institution.
Anyone know about this?
Anyone here in Cali,who has purchased an aftermarket warranty from out of state or other then the dealer?
